The PRD will require a major change for operators on how they manage their pilots records. Though the PRD requirements apply to most operators, there are some operators that are not required to comply with records entry. Please see below for more detailed information!

Pilots

Pilots that hold a Commercial or Airline Transport Pilots Certificate, and wish to exercise those privileges, will need to register with the PRD. Most importantly, when applying for employment with an operator the operator will use the PRD to review your past training records as well as FAA records. To allow an operator to access to your records, you will need to approve them through the PRD. You will not be able to be hired without doing this!

It is also important that you logon to review the validity of the records that the FAA is reporting. If you discover a discrepancy in your records, the FAA provides a process to contest those records and the sooner you get that resolved the better off you’ll be.

Part 119 Certificate Holders

All certificate holders operating in accordance with part 121, 125, and 135 will be required to enter pilot records into the PRD. Part 121 and 135 operators must report all historical records dating back to August 1st, 2005. Part 125 operators must report historical records dating back to August 1st, 2010.

Operators under Part 121 and 135 (not 125) will be required to enter Drug and Alcohol records in accordance with Part 120. Final disciplinary actions and records concerning separation of employment will need to be entered by Part 121,125, and 135 operators.

Fractional Ownership

Fractional ownership programs operating under Part 91K have fewer requirements than part 119 certificate holders. These operators will need to enter historical records dating back to August 1st, 2010. They will also need to include any disciplinary and employment separation records.

Air Tour Operators

Air tour operations, in accordance with 91.147, will be required to enter drug and alcohol records into the PRD. Operators will also be required to enter training records when requested by a reviewing entity.

Final disciplinary records and records of separation will either need to be entered within 30 days (starting June 2022) or within 14 days of request (depending on the situation). Reference can be found in FAR Part 111.215(b).

Part 91 Operators

The PRD requirements apply to operators that operate two or more aircraft requiring a type rating under 61.31(a) or turbine-powered rotorcrafts. The operator must also operate the aircraft in furtherance of or incidental to a business, or operate with a Letter of Deviation Authority issued under Part 125.3.

These operators will not need to enter drug and alcohol records, but will need to enter historical records upon request. Rules for final disciplinary records and records or separation are the same as they are for Air Tour Operators.

Public Aircraft Operators

Public Aircraft Operators that conduct public aircraft operations as defined in 49 U.S.C. 40102(a)(41) on a flight that meets the qualification criteria for public aircraft status in 49 U.S.C. 40125 are required to participate in the PRD. Operators that are a branch of the United States Armed Forces, National Guard, or reserve component of the Armed Forces are exempt.

Public Aircraft Operators requirements are the same as for Part 91 Operators.

Trustee In Bankruptcy

Rules for a trustee in bankruptcy of an operator will fall under the type of operations for that operator.
