There are different roles that a individual can have when accessing the Pilots Record Database. Below is a brief explanation of each role and how they interact with the PRD.

Pilot

Pilots who are employed or seeking employment with an operator will need to register in the PRD. Once registered in the PRD, a pilot can review their records and request copies. Pilots will also use the PRD to give consent to operators to review their records for employment.

Both FAA and past training records will be entered into the PRD, and a pilot will want to verify that this information is correct. A pilot can submit a report to the PRD If an error is found.

Responsible Person

The Responsible Person is someone who is assigned within an Operator to manage their access to the PRD. They also grant PRD access for other individuals in the Operator. The Responsible Person must hold one of the following positions for the Operator:

  • Part 121: a management position required under 119.65(a)
  • Part 125: a management position required under 125.25(a)
  • Single Pilot Part 135: that pilot names on the Operation Specifications
  • Part 135: a management position required under 119.69(a)
  • Operator holding a letter of authorization: that individual on the operator’s letter of authorization
  • Part 91K: an authorized individual who is employed by the program
  • Trustee appointed in a bankruptcy proceeding: an authorized individual

Authorized User

An Authorized User is an individual who is designated by the Responsible Person to access the PRD on the operator’s behalf. They can report and evaluate records that pertain to a pilot applicant.

Proxy

A Proxy is an outside individual who reports and reviews records on behalf of the Operator. Proxy’s must be approved by the Operator’s Responsible Person, who can also remove a Proxy’s approval. BluCavu, LLC is an official FAA Proxy registered in the Pilot Records Database.
